Dr. Walter Buga is a telecommunication subject matter expert in both traditional circuit switch (PSTN) and
packet (IP) based networks and technologies. His career spans over 25 years experience working for
telecommunication service providers, telecommunication equipment vendors, and telecommunication
He is also a co-founder of Proximetry LLC, a software vendor providing tools and solutions for managing mission
critical wireless networks, and a co-founder of HomelandTel LLC, a provider of telecommunications services
(VoIP) over wireless access (802.11/pre16), and HotSpots. For both companies he is responsible for the
Company's technology vision and direction.
As a Chief Technology Officer and VP of Engineering at NetStream, a next gen telco, was responsible for
company's technology vision and its implementation, including IP based network, service delivery platform and
softswitch, ISP and ASP applications, Operations Support Systems and middleware.
Accomplishments include: building the network planning and engineering department; managing budget of over
$50 M; successful planning, design, engineering and implementation company's next gen MPLS network, OSSs,
outside and inside plant.
As Director of Business and Technology Strategy Planning at Bell Labs of Lucent Technologies led a team of
professionals working on advanced technologies and tools for communications networks, services, and end-to-end
solutions with open programmable networks.
Accomplishments include: incubating new ventures in areas of IP network management, mobility management,
IP applications, and e-commerce; developing intelligent agent platform; developing agent and XML based
dynamic trading system for the Internet; developing agent based system for wireless networks; developing a
distributed knowledge system for management of broadband cable systems and home networks; developing smart
e-appliances with embedded intelligence and communication capabilities; identification and recommendation
of strategic growth opportunities and providing assessment frameworks for their impact; identification and
assessment of acquisition targets, divestiture candidates, and strategic alliances from strategic and financial
perspectives; industry analysis incorporated into quantitative and strategic business models.
As Director/Solutions Architect with AT&T Solutions OutSourcing Practice developed profitable and successful
solutions for multiple clients employing innovative networking technologies, redesigning their IT organizations
and processes. Led multifunctional teams of SME, internal and third party suppliers, developing technical,
operational and financial solutions. Responsible for achieving the required profit margins. Typical clientele
consisted of large multinational corporations. Scope of deals included network services, LAN/WAN management,
client/server environment, data center operations, help desk and training, and ranges from $10-100 M per year
and upto 15 years.
As a Member of Technical Staff and Technology Consultant with AT&T/Bell Labs was responsible for NM aspects
and interoperability for major AT&T flagship projects. Actively involved, including leadership positions, in ITU,
ANSI and ATM Forum. Worked and negotiated with all major global and international telecommunication
carriers. Developed strategic and tactical plans, defined concept/vision and requirements for AT&T global
network. Managed planning for World first intercontinental ATM trial between AT&T, Japan and Australia.
Member of core team, which negotiated exchange of $120 million in telecommunication technology for 20%
ownership in UNITEL of Canada. Initiated action to enter Polish and Eastern Europe market after 1989 collapse
of communist system. As a world-renowned expert in network management authored numerous tutorials and
papers, presented at major international conferences and fora. Designed TMN and NM tutorials, which has been
adopted by company wide training organization.
As a Vice President of Engineering with TJC Associates directed multiple engineering engagements/projects for
clients through U.S. Designed mobile communications and automated vehicle location/identification and
monitoring systems for major transit authorities, and law enforcement agencies. Impressive record of winning bids
for new and expanding funding of existing consulting projects. Completed all projects on time and within budget.
P&L responsibilities. Solved difficult communications problems (RFI, underground systems, etc.).
As a Professor at Technical University of Wroclaw, Poland, was teaching graduates courses and did research.
Received numerous national, state and university awards for projects and teaching.
